An Israeli provider of cellular phone services.

As of July 2017, the company has approximately 225 active antennas and telecommunication infrastructure facilities on occupied Palestinian and Syrian land in the West Bank (including East Jerusalem) and the Golan Heights. The company also provides cellular communication in two locations in occupied East Jerusalem.

In 2013-2014, the company had an agreement with the Economic Development Company of the Efrat settlement whereby the Efrat Economic Development Company operated as an agent of telecommunication providers Cellcom and Pelephone, receiving a cut of the companies’ profits.

Additionally, the company enjoys the structural advantages of Israeli cellular services providers over Palestinian competitors in the Palestinian market. Such advantages include bigger spectrum allotments (in 2016, Palestinian operators hold a total of 9.4 paired-MHz, as compared with the 121.6 paired-MHz allocated to Israeli operators) and the ability to offer 3G and 4G capabilities.
