Service for the Israeli Civil Administration in the West Bank
Ness provides services for the Israeli Coordinator of Government Activities in the Territories (COGAT) and the Israeli Civil Administration (ICA) in the occupied West Bank.
In 2021, the company was contracted by COAGT to provide an outsourced project manager for a land registration project for the Israeli Civil Administration (ICA) in the occupied West Bank for NIS 89,999. In 2020, the company provided the same services for NIS 94,295; in 2019, for NIS 458,296; and in 2018, for NIS 1,020,131.
In 2021, the company was contracted by COGAT to provide a GIS (Geographic Information System) data editor for the ICA Surveying Office for NIS 89,999. In 2020, the company provided the same services for NIS 39,177. In 2019, the company was contracted by COGAT to provide an information scientist/GIS data editor for the ICA Surveying Office for NIS 202,402. The Surveying Office in the West Bank was established after 1967 as part of the ICA’s activity to manage land ownership in Area C. The office’s headquarters are located in the settlement of Beit El in the occupied West Bank.
In 2018, the company provided ICT consultancy and assimilation services for the ICA for the implementation of Meitar System for NIS 224,919. Also in 2018, the company was contracted to provide the same services for the years 2018-2019 for additional NIS 224,920. The Meitar system is used by the Israeli Civil Administration to issue biometric ID cards to Palestinians for use to cross Israeli checkpoints in the West Bank. The cards contain personal identifying information and are part of the identification technology array used by the Israeli military in checkpoints.
Services to the IMOD
In 2010, Ness Technologies and Elbit Systems Joint Venture, NessBit, was contracted by the IMOD to supply the Israeli Air Force with Intelligence System valued at USD 25 million for a period of 4 years.
Services to Israel Security Agency
In 2015, the company was contracted by the Israel Security Agency (Shin Bet) to provide cyber courses for the Information Systems Division and for the Defense Division in the Prime Minister’s Office with an exemption from tender.
The company is the only company that was certified by Unit 770 (the Shin Bet’s cyber unit) to carry out the training. The contents were built by unit 770 and delivered by professional lecturers from Ness.
Services to Settlements
In July 2022, the company launched a company training center located in occupied East Jerusalem. The center is established in cooperation with the Jerusalem Municipality. Additionally, the company has a center located in the settlement of Beitar Illit in the occupied West Bank.
Services to Israel Police
In 2016, Ness provided the Israeli Police Technology Administration a system for budget planning as a subcontractor. The project lasted a year and its scope was estimated at NIS 1 million.
In April 2022, Ness A.T acquired 100% of Entserv Israel, formerly owned by DXC Technology.
In December 2021, Entserv Israel was contracted, with exemption from tender, by the Population and Immigration Authority (PIBA) to expand its contract for the execution of developments in the systems of the authority until June 2025 for NIS 5 million.
Between 2017 and 2019, the company maintained and developed “Aviv” System for an amount of NIS 28.3 million.
Aviv System was the computerization system for the authority, which operates Israel’s Population Registry and includes information on Palestinian citizens and non-citizen residents of occupied East Jerusalem. The system also had a distinguished database which includes information on Israeli citizens who live in settlements in the occupied West Bank, under the name “Yesha database”. The Aviv System was used to monitor movement at Israeli-controlled border crossings, including Allenby Bridge Crossing, which is the only crossing from which Palestinians under Israeli military occupation in the West Bank are allowed to leave abroad, subjected to permits from the Israeli authorities; and Erez checkpoint, which is the only land crossing between the besieged Gaza Strip and Israel and the West Bank. Thus, the system contains personal information for Israeli authorities on Palestinians who live under occupation.
In 2018, Entserv was contracted to maintain and develop Aviv System for the amount of NIS 7 million for that year and for another NIS 57.1 million until 2020.
According to a PIBA FOI response, as of April 2021, the Aviv System is gradually being replaced by the Eitan System, which is operated by the public American technology company IBM.
Israeli Biometric documentation
In 2020, Entserv Israel was contracted until 2025 to provide program development services of smart ID cards for the Administration of Border Crossings, Population and Immigration for the amount of NIS 505,978.
In 2018 and 2019, the company supplied biometric stations for the Administration of Border Crossings, Population and Immigration for the amount of NIS 1.4 million.
In 2017, the company was contracted to provide and maintain biometric stations for the Population and Immigration Authority for the amount of NIS 938,056. The company also provided and maintained additional 50 biometric stations for the amount of NIS 544,550 that same year. In addition, the company provided biometric scanners for the Population and Immigration Authority.
Facilitating Home Demolitions
In 2017, Entserv published a job opening for a company’s project of an “Illegal Construction Management” computerization system for the Israeli Civil Administration Headquarters, located in the settlement of Beit El in the West Bank. The project’s description requires work with the ‘Rolling Stone’ system which is operated by the Israeli military ICT Division to monitor and collect data on Palestinian residents in the West Bank.
The company is owned by Hilan Group (99%), a public Israeli company traded on the Tel Aviv Stock Exchange under the ticker symbol: HLAN.
Hilan is a Software as a Service (SaaS) provider and one of the largest Information Systems and Technology Services group in Israel.
CEO Shachar Efal holds 1% of the company’s shares.
