A global IT outsourcing, system integration and consulting services provider, a part of Hewlett-Packard (HP). EDS merged into HP and since 2009 it is called: "HP Enterprise Services". 

EDS Israel headed a consortium which won a contract with the Ministry of Defense and the Israel Police to develop, install and maintain the Basel System, an automated biometric access control system installed and maintained in checkpoints in the occupied West Bank and the Erez checkpoint in Gaza (valued at 8-10 million USD). The system includes a permit system for Palestinian workers, with hand and facial recognition, and it was financed by the US government following the Wye River Memorandum. The system also includes biometric magnetic cards, which became mandatory for all Palestinians from the occupied West Bank who wish to receive a work permits in Israel since 2005.

On September 12, 2011, Who Profits from the occupation received a response from the Israeli Ministry of Defense to an inquiry the project submitted regarding the Basel System. The response confirmed that HP is contracted by the Ministry to operate and maintain the Basel System until December 31, 2012. The Ministry of Defense indicated that the system is installed at the following checkpoints in the occupied West Bank: Jericho, Bethlehem (Ma'avar Rachel), Jenin, Nablus, Tulkarem, Hebron, Abu Dis, Tarkumia and at the Ephraim Gate crossing (Sha'ar Efraim, Irtach).

EDS Israel was the prime contractor and systems integrator and provided the Automatic Control Assemblies with the integrated dual biometric (Hand Geometry and Facial Recognition) for the Basel system.
The subcontractors are: On Track Innovation (OTI) provided the contactless smart card technology and dedicated data security system; DataCard group (Credentia) provided the enrollment and issuing subsystem; Oberthur Smart Cards USA manufactured the smart cards; Visionics Corporation provided its facial recognition technology; RSI provided the hand geometry readers and Team Computers (Malam Team) provided HP desktop, servers, field support and maintenance for the system.
