A firm of consulting engineers.

During 2006, HBI Haerter AG has provided consulting and planning services to the Israeli company Amy Metom concerning the tunnels' ventilation in the A1 railway line from Tel Aviv to Jerusalem. These tunnels cross the Green Line border in two areas, and pass in some parts through privately owned Palestinian lands.

The project carries serious implications to neighboring Palestinian villages Beit Surik and Beit Iksa, who would lose lands and might be subjected to further restrictions on the residents' access to neighboring towns and to their own fields. The transfer of extracted soil from tunnels in the occupied area into Israel can be seen as a use of occupied natural resources to the benefit of the occupier, which is illegal by international law. The use of Palestinian land and resources for a train that would not service the Palestinian population is similarly illegal.
