G4S Israel (formerly Hashmira) was part of the global G4S concern, which specializes in security personnel services, electronic security services, arrest alternative such as ankle monitors and operating private jail houses around the world.

In December 2016, the company was sold to the Israeli equity fund, FIMI, which currently holds 100% of the company’s shares. For more information see Who Profits’ update here.

Security services to West Bank settlements and Industrial Zones:

G4S Israel provides security services, including security equipment and personnel to businesses in the West Bank settlements of Modi’in Illit, Ma’ale Adumim, the settlement neighborhood of Har Adar in East Jerusalem and the Kalia settlement in the Jordan Valley. The company also provides security services to businesses in the settlements’ Industrial Zones of Mishor Adumim and Atarot. In addition, after the company purchased Aminut Moked Artzi, one of the oldest private security companies in Israel, it took over its entire business operations, which includes security services to businesses in the Barkan industrial Zone.

G4S Israel provides Closed Circuit TV system to the safe city project in Israel. The safe city project is implemented in dozens of West Bank settlements.

The company also operates security centers in West Bank settlements.

Additionally, G4S Israel maintains cooperation with Ariel College in the settlement of Ariel in the West Bank, which included the company’s participation in an open career day in the college.

Israeli Checkpoints:

The company has provided equipment for Israeli-run checkpoints in the West Bank and Gaza, including luggage scanning machines and full body scanners by Rapiscan and L-3‘s Safeview, at least to the Erez checkpoint in Gaza and to the Qalandiya, Bethlehem and Irtah (Sha’ar Efrayim) checkpoints in the West bank.

Israeli Prisons:

G4S Israel is contracted to provide maintenance of security and control systems for the IPS in 2017 for 335,902 NIS.

During 2016, G4S Israel had contracts with the IPS in the amount of 11,543,885 NIS. These contracts include:

A collaborating management systems in Ofer prison for 663,306 NIS. Ofer is an Israeli prison for Palestinian political prisoners, located in the West Bank, near the settlement of Givat Ze’ev. The prison populates 1,500 Palestinian political prisoners and includes a military court which judges detainees from the West bank on a daily basis.

Installing and maintaining a collaborating management system, a closed circuit system and a cards’ reader in Megido prison for 569,639 NIS. Megido prison, located inside Israel, is an incarceration facility designated for Palestinian political prisoners, or as they are refered to the website of G4S Israel: “security prisoners”. Megido prison populates over 1200 Palestinian political prisoners.

The company Installed and maintained technological systems in Ketziot prison for 430,019 NIS. Ktziot prison is the biggest incarceration facility in Israel and populates some 2,200 Palestinian political prisoners (the entire prison population includes 2500 prisoners). The Ketziot prison has a military court for administrative incarceration and many of the prisoners held in Ketziot are people under administrative incarceration. The Ketziot prison also includes the Holot facility and Saharonim prison for foreign immigrants.

Installing a collaborating management system in Shata prison for the amount of 318,111 NIS. Shata prison (currently Hashita prison) is a maximum security prison for criminal prisoners and for Palestinian political prisoners.

In addition, G4S Israel installed cameras in Nachshon cells for 128,406 NIS. Nachson is a central unit of the IPS for escort of prisoners, a security force and an intervention force of the IPS. The unit facilitates the transportation of prisoners for place to place.

During 2016, G4S Israel also installed a PA systems in Rimonim prison for the amount of 238,330 NIS and performs the maintenance of a collaborating management system in Rimonim prison for 35,336 NIS. Rimonim prison (part of Hasharon compound) is mostly a criminal prison but includes a wing for Palestinian political prisoners.

In previous years, G4S Israel was contracted by the IPS to perform the following activities:

G4S Israel installed and operates the entire security system of the Ktziot Prison, the central control room of the Megido Prison and security services to Damon prison. Damon Prison, also located inside Israel, populates over 500 Palestinian political prisoners and illegal aliens from the occupied West Bank. some of these prisoners have not been charged yet and some are administrative detainees.

The company also installed peripheral defense systems on the walls surrounding the Ofer prison and operates a central control room for the entire Ofer compound.

In addition, G4S Israel also provides the entire security systems and the central control room in Rimonim prison.

The company also provided security systems for the Abu Kabir, Kishon (“Al-Jalameh”) and Jerusalem (“Russian Compound”) detention and interrogation facilities. Palestinian political prisoners are usually held in detention facilities without legal proceeding for long periods of time. Human rights organizations have collected evidence showing that Palestinian prisoners are regularly subjected to torture in these facilities.

Since 2005, G4S has been providing Israel’s prison services with ankle monitors as a custody alternative (among other services – see: G4S Israel). In February 2014 the contract between G4S and the prison service for the ankle monitor project expired. The Israeli government issued a temporary order to lengthen the contract with G4S Israel until March 2015. Currently, the electronic monitoring is being carried out by G4S and the American company 3M, yet it’s under a new correction to the Israeli law.

Israeli Police:

G4S Israel is the sole provider of electronic security systems to the Israeli police. It provided equipment to the West Bank Israeli Police headquarters, located in the highly contested E-1area next to the Ma’ale Adomim settlement (the Judea and Samaria Police headquarters – “Machoz Shai”).

G4S is part of the Policity group that won the tender to construct the new training center of the Israeli police in Beit Shemesh.

Israeli Army and the Ministry of Defense

G4S Israel is one of the major security systems provider to the Israeli government, including the Ministry of defense building (“Hakiria”) in Tel Aviv. It also provides security systems to the Israeli armored corps base of Nachshonim, which was donated by the US army in accordance with the Wye River Memorandum. The company operates security patrol units which secure oceanic facilities, vehicles and transport routs, buildings and equipment of the security and finace industries. These units, as the company states, are manned by “worriers who graduated elite combat units in the Israeli army”.

G4S Israel is the exclusive importer and marketer of the American company Kidde fire extinguishing systems, the Canadian company DSC, Visionic, Notifer and GST smoke detection systems, METOREX (Finland), Bosch’s Blue Line Security Technologies (Germany), Renful (UK), Vingcard (Norway) and the American companies Rapiscan Systems, L-3 Communications, Honeywell and AMAG.

G4S Israel operates control rooms with General Electric systems.

G4S holds 50% of the Policity group and will be the operating contractor of the new Israeli police training center. The other 50% of Policity is owned by Housing and construction (the Arison group). John Bryce company, a subsidiary of Matrix will provide training services for the project.

G4S Israel secures all the Israeli banksHapoalim, Igud, Leumi,Mizrahi-TfahotDiscountJerusalem bankOtsar Hahayal and the First international bank of Israel. All of these banks operate branches in West Bank settlements.

The company also secures Israeli communication and cellular companies, such as Hot communication systemsCellcom, Gold Lines, Motorola and Bezeq. It also provides technologies and services to Raphael, Malam Team, Microsoft, Amdocs, Samsung, Sandisk/M-System, Freescale, CPC, NetApp, Converse, Sysco, IKEA, Blue SquareShufersalSuper Pharm, Office Depot, Ace, Best buy, Hamashbir, KravitzCastro, Golf (owned by the Clal group), Honigman, H&O, Erroca, Vardinon, H&M, Beitily, Keter, Miller,McDonald’s, Osem, Shtraus, Domino’s Pizza, HP, Bug, DelekPazTeva, Tara (Milko industries).

In addition, the company provides security systems and services to the Israeli universities of Bar Ilan and Ben Guryon.
